The supreme Goddess has taken birth as Sati

दक्ष उवाच

Daksha said (to the supreme Goddess)

यया विष्णुर्जगत्स्थित्यै नियुक्तस्तां सदाकरोत् |
तां त्वां नमामि परमां जगद्धात्रीं महेश्वरीं || 31 ||

I bow to you, that great Goddess, the supreme bearer of the universe, who always appoints Vishnu to maintain the universe. Two other shlokas say that she appoints Brahma to create the universe and Rudra to destroy the universe.
